RSS means "Really Simple Syndication". When you subscribe to a site's RSS feed, the information from that feed is sent directly to you. No need to go out and check for updates all the time.
"How do you get started?" Easy!
You will need a news aggregator (RSS Reader), which will check automatically all of your rss feeds and notify you when new content is available.
If you are an Apple user, you can use Safari RSS, NetNewsWire(now free) or Xcast.
On Windows you can use FeedDemon, NewsGator or Bloglines(online RSS Reader).
And on Linux you can use Liferea or Blam.
